Minutes
1. Call the town board meeting to order.
At 7:22 p.m., the town board meeting was called to order by
Chairperson Gene Bethel, at the Casey Town Hall.
2. Confirmation of proper meeting notice.
Chairperson Bethel posted the meeting notice and agenda on April 11,
2010, in the posting cabinets located at the town hall, at the
junction of Dunn Lake and Island Lake Roads, at the junction of Pair O
Lakes Road and County Trunk E, and at the junction of Blackburn Road
and County Trunk E between the hours of 2:00 p.m. and 3:00 p.m.
3. Roll call.
Roll call taken. Present: Gene Bethel, Chairperson; Danny
Swearingen, Supervisor; Michael Wallace, Supervisor; Corinne
Slabaugh, Clerk; Cherie Luell, Treasurer. Also in attendance: Mary
Emerson, Betty Seckora, Robert Swan, Kim Regner, Claudette Harrington,
Don Antczak, Mike Dostal, Lee Norton, Dave Railsback, Del Dash, Zane
Korthof, Jason Pearson, Jon Johnson, and Hank Graber.
4. Approval of agenda. Discussion and action.
On motion by Swearingen / Wallace to approve agenda. Motion carried.
5. Minutes of March 10, 2010 town board meeting.
Clerk Slabaugh read the minutes of March 10, 2010 town board meeting.
Chairperson Bethel asked for additions or correction to the minutes.
None given. On motion by Wallace / Swearingen to accept minutes as
read. Motion carried.
6. Treasurer’s report, tax collection report, and report of accounts
receivable. Discussion and action.
Treasurer Luell gave the following report: In the Johnson Bank – as
of 02/28/10 $261,427.46. General Deposits $115.00. Interest
$170.07. Total Credits $261,712.53. Checks Returned $32,163.62.
Bank Statement Balance 03/31/10 $229,548.91. No Outstanding Checks.
Reconciled Balance 03/31/10 $229,548.91. Discussion followed. On
motion by Wallace / Swearingen to accept treasurer’s report as read.
Motion carried.
7. Public comments.
Robert Swan and Mary Emerson reported on Plan Commission Meeting.
Cemetery Road in good condition.
8. Zoning permits. Discussion and action.
None given.
9. Road maintenance:
a. Complaints and compliments. Discussion and action.
None given.
b. Opening bids for blacktopping of Loon Lake and Sunfish Lake
Roads, crack sealing, chip sealing and reconstruction of Medley and
Island Lake Roads. Discussion and action.
Reconstruction of Medley Road bids opened. One bid received from
each of the following: Evergreen Excavating for $30,860.00, Cemstone
Ready Mix, Inc. for $51,525.00, Antczak Construction, Inc. for
$39,980.00, Kauffman & Son Excavating for $29,723.00, and Washburn
County Highway Department estimated at $46,850.00. Bids discussed.
On motion by Wallace / Swearingen to accept bid from Kauffman & Son
Excavating for $29,723.00. Motion carried.
Recycling existing asphalt mat then graveling of Island Lake Road
bids opened. One bid received from each of the following: Antczak
Construction, Inc. for $44,900.00, Evergreen Excavating for
$36,500.00, Cemstone Ready Mix, Inc. for $54,772.00, Monarch Paving
Company for $50,774.98, and Washburn County Highway Department
estimated at $56,835.00. Bids discussed. On motion by Swearingen /
Wallace to accept bid from Antczak Construction, Inc. for $44,900.00.
Motion carried.
Blacktopping and shouldering part of Loon Lake and Sunfish Lake Roads
bids opened. One bid received from each of the following: Scott
Construction, Inc. for $77,434.00, Monarch Paving Company (Cold Mix
Asphalt) for $80,715.43, Monarch Paving Company (Hot Mix Asphalt) for
$88,275.03, and Washburn County Highway Department estimated at
$99,400.00. Bids discussed. On motion by Bethel / Wallace to accept
bid from Monarch Paving Company (Cold Mix Asphalt) for $80,715.43.
Motion carried.
Chip Sealing of Lower McKenzie Road bids opened. One bid received
from each of the following: Scott Construction, Inc. for $27,990.00,
Fahrner Asphalt Sealers (5/16” 100% fractured aggregate) for
$30,925.28, Fahrner Asphalt Sealers (3/8” pea rock) for $31,598.75,
and Washburn County Highway Department estimated at $26,118.00. Bids
discussed. On motion by Swearingen / Wallace to accept bid from Scott
Construction, Inc. for $27,990.00. Motion carried.
Crack Sealing of Woodbridge and Lauck Roads bids opened. One bid
received from each of the following: Fahrner Asphalt Sealers for
$2,187.50, Roy’s Sealcoating for $2,300.00, and Washburn County
Highway Department estimated at $2,950.00. Bids discussed. On motion
by Bethel / Swearingen to accept bid from Fahrner Asphalt Sealers for
$2,187.50. Motion carried.
c. Establish date for annual town board tour of town roads.
Discussion and action.
Discussion followed. The annual town road tour will be Saturday,
April 17, 2010, leaving the town hall at 7:00 a.m.
10. Motion nominating Carl Schult and Andy Medley for Casey Planning
commission vacancies. Discussion and action.
Discussion followed. On motion by Bethel / Wallace to nominate Carl
Schult and Andy Medley for Casey Planning commission vacancies.
Motion carried.
11. Approval of Storm water permit application. Discussion and
action.
Discussion followed. On motion by Bethel / Wallace to approve and
submit the Storm water permit application for the Medley Road Project.
Motion carried.
12. Review of election. Discussion and action.
Clerk Slabaugh reported: there were 40 voters and 6 workers.
13. Review of town clerk’s Schedule C report to State.
Casey Board reviewed the Schedule C report. Schedule C report is
important to receive the correct amount of highway funds.
14. Report on workshops attended and those who will be attending
upcoming workshops. Discussion and action.
Chairperson Bethel will attend the Spring 2010 Highway Workshop on
April 20, 2010. Clerk Slabaugh will attend an Election WisLine on
April 28, 2010. On April 28, 2010 there will be a meeting of the
Washburn County Unit of the Wisconsin Towns Association.
15. Correspondence. Action and filing.
Correspondence read by the board. On motion by Wallace / Swearingen
to approve the spring newsletter. Motion carried. On motion by
Wallace / Swearingen to file correspondence. Motion carried.
16. Paying of bills. Discussion and action.
Bill numbers 5232 – 5263 submitted to the board for approval. The
board discussed and initialed each bill approved. On motion by
Wallace / Swearingen to pay bill numbers 5232 – 5263. Motion
carried.
17. Revise date for open book (May 15th proposed) and set date for
next town board meeting.
Discussion followed. On motion by Bethel / Wallace to change open
book date to May 15, 2010. Motion carried. The next Town Board
meeting will be Wednesday, May 12, 2010, at 7:00 p.m., at the Casey
Town Hall.
18. Adjournment.
At 9:51 p.m., on motion by Wallace / Bethel to adjourn. Motion
carried.
