TOWN BOARD MEETING TOWN OF CASEY Casey Town Hall Wednesday, December 14. 2011 7:00 p.m. Minutes 1. Call the town board meeting to order. At 7:00 p.m., the town board meeting was called to order by Chairperson Gene Bethel, at the Casey Town Hall. 2. Confirmation of proper meeting notice. Chairperson Bethel posted the meeting and agenda on December 10, 2011, in the posting cabinets located at the town hall, at the junction of Dunn Lake and Island Lake Roads, at the junction of Pair O Lakes Road and County Trunk E, and at the junction of Blackburn Road and County Trunk E between the hours of 2:00 p.m. and 3:00 p.m. 3. Roll call. Roll call taken. Present: Gene Bethel, Chairperson; Dan Swearingen, Supervisor; Michael Wallace, Supervisor; Corinne Slabaugh, Clerk; Cherie Luell, Treasurer. Also in attendance: Tom and Sandy Mackie. 4. Approval of the agenda. Discussion and action. On motion by Wallace / Swearingen to approve agenda. Motion carried. 5. Minutes of November 9, 2011 town board meeting. Discussion and action. Clerk Slabaugh read the minutes of November 9, 2011 town board meeting. Chairperson Bethel asked for additions or correction to the minutes. None given. On motion by Wallace / Swearingen to accept minutes as read. Motion carried. 6. Treasurer’s report and report of accounts receivable. Discussion and action. Treasurer Luell gave the following report. In Johnson Bank – as of 10/31/11 $166,897.62. Refund of Service Charges $330.00. Interest $21.34. Total Credits $167,248.96. Checks Returned $163,235.39. Bank Statement Balance - 11/30/11 $4,013.57. Outstanding Checks $68.29. Bank Statement Balance – 11/30/11 $3,945.28. Shell Lake State Bank – Money Market Account as of 11/14/11 $149,000.00. General Deposit $6,038.15. Interest $35.52. Total Credits $155,073.67. No withdrawals. Bank Statement Balance 11/30/11 $155,073.67. Checking Account – 11/14/11 $1,000.00. Checks Returned $202.73. Check Charges $71.62. Bank Statement Balance 11/30/11 $725.65. Total of all accounts - $159,744.60. Discussion followed. On motion by Wallace / Swearingen to accept treasurer’s report as read. Motion carried. 7. Clerk Slabaugh’s summary report on 2011 tax levy and mill rate. Clerk Slabaugh gave a copy of the 2011 tax levy and mill rate to the board. 8. Zoning permits. Discussion and action. None given. 9. Public Comments. None given. 10. Road maintenance. Discussion and action. a. Update on winter road projects. Supervisor Swearingen and Chairperson Bethel gave an update of road projects. b. Complaints and compliments. None given. c. Consideration of road right-of-way clearing projects by Gordon Prison Camp. Chairperson Bethel gave an update on Gordon Prison Camp, road right-of-way clearing projects. 11. Establishing electors for 2012 and 2013 election boards. Discussion and action. Discussion followed. Inspector appointed in 2011 shall serve a two year term, January 1, 2012 through December 31, 2013. The following election inspectors were selected: Kathy Bender, Anthony (Tony) Bonanno, Carolyn Bonanno, Patricia Carlson, Julie Emerson, Sharon Genson, Karen Hrouda, Marie Lambert, Sandy Mackie, Tom Mackie, Jean Musch, Marilyn Needham, Kimberly Regner, Joann Schmidt, Pamela Stearns, Ruth Swanson, Elizabeth (Betty) Swonger, and Terri Trainor. On motion by Bethel / Wallace to appoint the above named as election inspectors for the 2012 – 2013 two year term. Motion carried. 12. Motion of waiver of Treasurer’s bond per WI Stat 70.67 (2). Discussion and action. On motion by Bethel / Swearingen to waiver the treasurer’s bond according to 70.67 (2) of Wisconsin Stats. Motion carried. 13. Applications for Liquor, Cigarette, and Operators Licenses. Examination and action. Application for liquor and cigarette license from Franklin W Means trade name Bubbas BBQ / Twin Oaks. Board viewed and discussed the application. On motion by Bethel / Wallace to grant Franklin W Means, trade name Bubbas BBQ / Twin Oaks a liquor and cigarette license. Motion carried. Operator license applications from: Susan M Barlass, Michael R Clark, and Jessica A Gage. Board viewed operator license applications. On motion by Wallace / Swearingen to grant Operator licenses to Susan M Barlass, Michael R Clark, and Jessica A Gage. Motion carried. 14. Report on workshops attended and those who will be attending upcoming workshops. Clerk Slabaugh, Karen Hrouda, Kimberly Regner, Tom and Sandy Mackie attended WisLines on November 16, November 30 and December 14, 2011, (Conducting Local Elections). Upcoming workshop, February 4, 2012, WTA District Meeting at Siren, (Board of Review Training). 15. Correspondence. Action and filing. Correspondence read by the board. On motion by Wallace / Swearingen to file correspondence. Motion carried. 16. Paying of bills. Discussion and action. Bill numbers 5632 (Johnson Bank) and 6001 – 6018 (Shell Lake State Bank) submitted to the board for approval. The board discussed and initialed each bill approved. On motion by Wallace / Bethel to pay bill numbers 5632 and 6001 – 6018. Motion carried. 17. Set date for next town board meeting. The next Town Board meeting will be Wednesday, January 11, 2012, at 7:00 p.m., at the Casey Town Hall. 18. Adjournment. At 8:20 p.m., on motion by Wallace / Swearingen to adjourn. Motion carried.
