TOWN BOARD MEETING TOWN OF CASEY Casey Town Hall Wednesday, December 9, 2009 7:00 p.m. Minutes 1. Call the town board meeting to order. At 7:08 p.m., the town board meeting was called to order by Chairperson Gene Bethel, at the Casey Town Hall. 2. Confirmation of proper meeting notice. Chairperson Bethel posted the meeting notice and agenda on December 5, 2009, in the posting cabinets located at the town hall, at the junction of Dunn Lake and Island Lake Roads, at the junction of Pair O Lakes Road and County Trunk E, and at the junction of Blackburn Road and County Trunk E between the hours of 10:00 a.m. and 11:00 a.m. 3. Roll call. Roll call taken. Present: Gene Bethel, Chairperson; Danny Swearingen, Supervisor; Corinne Slabaugh, Clerk; Cherie Luell, Treasurer and Michael Wallace, Supervisor arrived at 7:15 p.m. 4. Approval of the agenda. Discussion and action. On motion by Swearingen / Bethel to approve agenda. Motion carried. 5. Minutes of November 11, 2009 town board meeting. Discussion and action. Clerk Slabaugh read the minutes of November 11, 2009 town board meeting. Chairperson Bethel asked for additions or corrections to the minutes. None given. On motion by Swearingen / Wallace to accept minutes as read. Motion carried. 6. Treasurer’s report and report of account receivable. Discussion and action. Treasurer Luell gave the following report: In Johnson Bank – as of 10/30/09 in the checking account was $181,469.90. General Deposits $6,739.82. Interest $149.34. Total Credits $188,359.06. Checks Returned $8,762.37. Bank Statement Balance on 11/30/09 $179,596.69. No outstanding checks. Reconciled Balance on 11/30/09 $179,596.69. Discussion followed. On motion by Wallace / Swearingen to accept treasurer’s report as read. Motion carried. 7. Clerk Slabaugh’s summary report on 2009 tax levy and mill rate. Clerk Slabaugh gave a copy of the 2009 tax levy and mill rate to the board. Discussion followed. 8. Zoning permits. None. 9. Public comments. None. 10. Road maintenance: Discussion and action. a. Update on fall road projects. Supervisor Swearingen and Chairperson Bethel gave an update on fall road projects. b. Complaints and compliments. None. c. Consideration of a new five-year road improvement proposal. Discussion followed. On motion by Swearingen / Wallace to approve the new five-year road improvement plan, with the right to modify, supersede or annul in part or entirety, at any time prior to the first of June 2014. Motion carried. 11. Establishing electors for 2010 and 2011 election boards. Discussion and action. Discussion followed. Inspectors appointed in 2009 shall serve a two – year term, January 1, 2010 through December 31, 2011. The following election inspectors were selected: Mary Emerson, Nancy Gorton, Karen Hrouda, Karen Huebschman, Kathy Bender, Bonnie Bethel, Patricia Carlson, Marie Lambert, Tom Mackie, Jean Musch, Marilyn Needham, Kimberly Regner, Pamela Stearns, Elizabeth Swonger, and Terri Trainor. On motion by Bethel / Wallace to appoint the above named as election inspectors for the 2010 – 2011 two year term. Motion carried. 12. Motion retaining Daryl Bazey as Uniform Dwelling Code Inspector. Discussion and action. Discussion followed. On motion by Bethel / Swearingen to retain Daryl Bazey as the Town of Casey Uniform Dwelling Code Building Inspector for the next 2 years (January 1, 2010 to December 31, 2011). Motion carried. 13. Motion establishing per diem rate to those attending town board sponsored functions. Discussion and action. Discussion followed. On motion by Bethel / Swearingen to establish a $25.00 per diem rate, per meeting, for town board members, attending educational functions. Motion carried. 14. Motion to waiver of Treasurer’s bond per WI Stat 70.67 (2). Discussion and action. On motion by Bethel / Swearingen to waiver the treasurer’s bond according to 70.67 (2) of Wisconsin Stats. Motion carried. 15. Applications for Liquor, Cigarette, and Operators Licenses. Examination and action. Operator license application from: Greg A Gunderson, Heather J Hanson, and Jon R E Talbert. Board viewed operator license applications. On motion by Bethel / Wallace to grant operator licenses to the above persons. Motion carried. 16. Report on workshops attended and those who will be attending upcoming workshops. Discussion and action. Clerk Slabaugh and nine Casey Election Inspectors attended the Washburn County Election Training on November 11, 2009. Clerk Slabaugh also attended an Election WisLine on December 2, 2009. Upcoming workshop – February 6, 2010, at Cumberland, will be the WTA District Meeting, (Board of Review Training). Discussion followed. 17. Correspondence. Action and filing. Correspondence read by the board. On motion by Wallace / Swearingen to file correspondence. Motion carried. 18. Paying of bills. Discussion and action. Bill numbers 5138 - 5139 and 5143 – 5165 submitted to the board for approval. The board discussed and initialed each bill approved. On motion by Wallace / Swearingen to pay bill numbers 5138 - 5139 and 5143 – 5165. Motion carried. 19. Set date for next town board meeting. The next Town Board meeting will be Wednesday, January 13, 2010, at 7:00 p.m. at the Casey Town Hall. 20. Adjournment. At 8:14 p.m., on motion by Bethel / Wallace to adjourn. Motion carried.
