TOWN BOARD MEETING TOWN OF CASEY Wednesday, June 9, 2010 7:00 p.m. Minutes 1. Call the town board meeting to order. At 7:00 p.m., the town board meeting was called to order by Chairperson Gene Bethel, at the Casey Town Hall. 2. Confirmation of proper meeting notice. Chairperson Bethel posted the meeting notice and agenda on June 6, 2010, in the posting cabinets located at the town hall, at the junction of Dunn Lake and Island Lake Roads, at the junction of Pair O Lakes Road and County Trunk E, and at the junction of Blackburn Road and County Trunk E between the hours of 7:00 a.m. and 8:00 a.m. 3. Roll call. Roll call taken. Present: Gene Bethel, Chairperson; Danny Swearingen, Supervisor; Corinne Slabaugh, Clerk; Cherie Luell, Treasurer and Michael Wallace, Supervisor arrived at 7:08 p.m. Also in attendance: Mary Emerson, Betty Seckora, Al and Janet Neumann, Leonard Nalty, Sharon Clum, Diane Oman, Gerrit Van Pykeren, Robert Swan, Lee Norton, Joe Norton, Andrew Medley, and Mark Slavens. 4. Approval of agenda. Discussion and action. On motion by Swearingen / Bethel to approve agenda. Motion carried. 5. Minutes of May 12, 2010 town board meeting. Discussion and action Clerk Slabaugh read the minutes of May 12, 2010 town board meeting. Chairperson Bethel asked for additions or corrections to the minutes. None given. On motion by Swearingen / Bethel to accept minutes as read. Motion carried. 6. Treasurer’s report and report of account receivable. Discussion and action. Treasurer Luell gave the following report: In Johnson Bank – as of 04/30/10 in the checking account was $252,023.20. General Deposits $280.00. Interest $168.37. Total Credits $252,471.57. Checks Returned $10,513.54. Bank Statement Balance on 05/31/10 $241,958.03. Outstanding Checks $25.00. Reconciled Balance on 05/31/10 $241,933.03. Discussion followed. On motion by Swearingen / Bethel to accept treasurer’s report as read. Motion carried. 7. Public comments. Concern about turn-a- rounds on Emerson Corner Road and Melsvck Road. 8. Zoning permits. Neumann setback from Big Bass Lake variance Section 30. Discussion and action. Variance application for Alan & Janet Neumann. Request: a variance to have a navigable water setback request of 56 feet from the ordinary high water mark of Big Bass Lake (normally 100 feet) to tear down existing cabin and rebuild in same location. Division 27 Section 38-605. Location: Map # CA 834/ Record Id# 9163 - .30 acres Part of GOV L 4 SEC 32-40-13. Discussion followed. On motion by Wallace / Swearingen to approve the variance application for Alan and Janet Neumann, with deferring decision to Washburn County Board of Adjustments to clarify ownership of “former” County E, now Anchor Lane. Motion carried. 9. Road maintenance. Discussion and action. a. Complaints and compliments. Roads in good condition. b. Monthly report on road projects. Chairperson Bethel and Supervisor Swearingen gave an update on road projects. 10. Applications for Liquor, Cigarette, and Operators Licenses. Examination and action. Application for beer and liquor license from: Kimberly R Regner, agent for Pair O Lakes Lodge, Inc., trade name Pair O Lakes Lodge, George P Basgall, agent for PUBA, Inc., trade name Twin Oaks Bar and Restaurant, and Gary L Root, agent for Road Trip Bar & Grill, LLC trade name Road Trip Bar & Grill. Board viewed and discussed the applications. On motion by Swearingen / Wallace to grant Pair O Lakes Lodge, Inc., PUBA Inc., and Road Trip Bar & Grill, LLC, a beer and liquor license. Motion carried. Application for cigarette license from: Kimberly R Regner, agent tor Pair O Lakes Lodge, Inc. and George P Basgall, agent for PUBA, Inc. Board viewed and discussed each application. On motion by Wallace / Swearingen to grant Pair O Lakes Lodge, Inc. and PUBA, Inc., a cigarette license. Motion carried. Operator license application from: Stefanie L Gage, Nancy C Gorton, Heather J Hanson, Debra J Benjamin, Amy E Costello, Janet E Mehsikomer, Nancy J Ratzenberger, Wayne A Ratzenberger, Georganne Behn, Bo T Conner, Jessica K Deli, Katisa M Ferguson, Louise A Fischer, Mary I Hafenstein, Betsy J Lambert, Cherie L Luell, Geri V Moore, Jonathan A Moore, Rebecca A Moore, and Mark W Regner. Board viewed each application. On motion by Bethel / Wallace to grant operator licenses to the above persons. Motion carried. 11. Consideration of proposed ATV ordinance. Discussion and action. Discussion followed. On motion by Bethel / Swearingen to adopt the Town of Casey All-Terrain Vehicle Route Ordinance, Number 2010-06. Motion carried. On motion by Wallace / Swearingen to have Chairperson Bethel attend the Washburn County Board meeting on June 22, 2010, and request to be put on the agenda, with the request for the county to open County Highway E from Pair O Lakes Road to Big Bass Lake Road as an ATV Route. Motion carried. 12. Report on workshops attended and those who will be attending upcoming workshops. Discussion and action. None. 13. Correspondence. Action and filing. Correspondence read by the board. On motion by Wallace / Swearingen to file correspondence. Motion carried. 14. Paying of bills. Discussion and action. Bills numbers 5280 – 5092 submitted to the board for approval. The board discussed and initialed each bill approved. On motion by Bethel / Swearingen to pay bill numbers 5280 – 5292. Motion carried. 15. Set date for next town board meeting. The next Town Board meeting will be Wednesday, July 14, 2010, at 7:00 p.m., at the Casey Town Hall. 16. Adjournment.
