TOWN BOARD MEETING TOWN OF CASEY Casey Town Hall March 11, 2009 7:00 p.m. Minutes 1. Call the town board meeting to order. At 7:03 p.m., the town board meeting was called to order by Chairperson Gene Bethel, at the Casey Town Hall. 2. Confirmation of proper meeting notice. Chairperson Bethel posted the meeting notice and agenda on March 8, 2009, in the posting cabinets located at the town hall, at the junction of Dunn Lake and Island Lake Roads, at the junction of Pair O Lakes Road and County Trunk E, and at the junction of Blackburn Road and County Trunk E between the hours of 1:00 p.m. and 2:00 p.m. 3. Roll Call. Roll call taken. Present: Gene Bethel, Chairperson; Danny Swearingen, Supervisor; Michael Wallace, Supervisor; Corinne Slabaugh, Clerk. Absent: Cherie Luell, Treasurer. Also present: Mary Emerson and Betty Seckora. 4. Approval of the agenda. Discussion and action. On motion by Wallace / Swearingen to approve agenda. Motion carried. 5. Minutes of February 11, 2009 town board meeting. Discussion and action. Clerk Slabaugh read the minutes of February 11, 2009 town board meeting. Chairperson Bethel asked for additions or corrections to the minutes. None given. On motion by Wallace / Swearingen to accept minutes as read. Motion carried. 6. Treasurer’s report, tax collection report, and report of accounts receivable. Discussion and action. Chairperson Bethel read the treasurer’s report submitted by Treasurer Luell: In Johnson Bank – as of 01/31/09 in the checking account was $1,155,603.17. General Deposits (Includes Jeff Goss $58.00) $21,674.39. Tax Deposits $306,770.01. Interest $998.75. Total Credits $1,485,046.32. Checks Returned $1,219,011.56. Deposit Adjustment Jeff Goss $58.00. Bank Statement Balance 02/28/09 $265,976.76. Outstanding Checks $2,748.90. Reconciled Balance 02/28/09 $263,227.86. Discussion followed. On motion by Wallace / Swearingen to accept treasurer’s report as read. Motion carried. 7. Zoning permits. Discussion and action. None. 8. Public comments. None. 9. Road maintenance: Discussion and action. a. Approve bulletin advertising for bids to blacktop, re-engineering, blacktop patching, crack sealing, and right-of-way mowing projects. Discussion followed. On motion by Wallace / Swearingen to put advertisement for road projects in the Spooner Advocate for two weeks - March 19, 2009 and March 26, 2009. Motion carried. b. Update winter road projects. Supervisor Swearingen gave an update on winter road projects. c. Complaints and compliments. None. 10. Bonding for Town Treasurer and Clerk. Discussion and action. Discussion followed. On motion by Bethel / Wallace to table until the April 2009 meeting. Motion carried. 11. Audit of Town Clerk’s and Town Treasurer’s books. Discussion and action. Books of Town Clerk and Town Treasurer audited. The books of the Clerk and Treasurer balance and were signed by the Town Board. 12. Set dates and times for open book (Saturday May 23rd proposed) and board of review (Wednesday June 3rd proposed). Discussion and action. Discussion followed. On motion by Bethel / Wallace to set Saturday May 23, 2009 from 10:00 a.m. – 12:00 p.m. for open book and Wednesday June 3, 2009 from 6:00 p.m. – 8:00 p.m. for board of review. Motion carried. 13. Revisions to Uniform Dwelling Code Ordinance. Discussion and action. Chairperson Bethel explained the revisions to the Uniform Dwelling Code Ordinance. Discussion followed. On motion by Wallace / Swearingen to adopt Revisions to Uniform Dwelling Code Ordinance. Ordinance Number 2009-03. Motion carried. 14. Update on spring election. Discussion and action. Clerk Slabaugh gave a copy of the 2009 Polling Place Accessibility Survey to the board. The survey is to be conduction on Election Day, April 7, 2009. Discussion followed. 15. Proposed spring newsletter. Discussion and action. Chairperson Bethel read the proposed spring newsletter. Discussion followed. On motion by Wallace / Swearingen to approve the proposed spring newsletter. Motion carried. 16. Report on workshops attended and those who will be attending upcoming workshops. Discussion and action. WisLine – March 25th and April 8th for Clerks and Chief Elections Inspectors (earns credit toward the recertification requirements) WisLine – March 31, 2009 – Regulation of Alcoholic Beverage Licensing. 17. Correspondence. Action and filing. Correspondence read by the board. On motion by Wallace / Bethel to file correspondence. Motion carried. 18. Paying of bills. Discussion and action. Bills numbers 4973 – 4994 submitted to the board for approval. The board discussed and initialed each bill approved. On motion by Bethel / Wallace to pay bills numbers 4973 – 4994. Motion carried. 19. Set date for extra meeting and next monthly town board meeting. Next Town Board meeting will be, Wednesday, April 15, 2009, following the Annual Town meeting, which will start at 7:00 p.m., at the Casey Town Hall. 20. Adjournment.
